SUMMARY OF OFFICE OF RESEARCH AND ENGINEERING 
AND OFFICE OF AVIATION SAFETY ACTIVITIES IN 

RESPONSE TO 9/11 EVENTS 



Hijacked Flights; 

AA1 1 - World Trade Tower #1 AA77 - Pentagon 

UA175 - World Trade Tower #2 UA93 - Pennsylvania 



RE Activities: 

• Readout/examined flight data and cockpit voice recorders for UA93 and AA77 

• Analyzed airplane performance and radar data for all flights 

• Brief histoiy of flight for each event 

• Developed animations of UA93 and AA77 

• Analyzed video footage of UA175 to derive speed 

• Calculated wreckage trajectories to assist search for flight recorders 

• Coordinated with FBI staff regarding occupational health issues on-scene 

• Ensured appropriate information provided to internal databases and web 

• To date Public Inquiries has referred approximately 200 calls to appropriate FBI offices 

• Verified radio transmissions, all flights 

• Provided on-scene support at Pentagon 



Ongoing Activities, expected completion by Jan. 31: 

• Produce flight data recorder factual reports for UA93 and AA77 

• Brief write-up on pilot skills, use of autopilot, navigational aids 

• Processing 4 FOIA requests (exemptions/referrals to FBI will apply) 

• Brief write-up on speed calculations for UA175 

• Satisfy request for fuel consumption estimates for UA93 

• Ready to assist if FDRs and CVRs from WTC flights are located

AS Investigative Activities : 

Summary: 

• Found flight data and cockpit voice recorders at Pentagon and Pennsylvania 

• Sort out aircraft wreckage from building debris at Pentagon 

• Map out Pennsylvania crash site for FBI 

• Assist FBI and local coroner at Pennsylvania 

• Search for flight data and cockpit voice recorder at World Trade Center and Staten Island 
landfill 

Pentagon on-scene support: 

• Sept 12; Began round-the-clock support, 2 investigators per shift, 12-hour shifts 

• Sept 14; CVR and FDR recovered 

• Sept 27; On-scene activity completed 

• 22 investigators involved 

Pennsylvania on-scene support: 

• Sept 1 1 : Three NTSB investigators launched to crash site 

• S ept 1 3 : FDR recovered 

• Sept 14: CVR recovered 

• Sept 24: On-scene activity completed 

• Six NTSB investigators involved 

World Trade Center on-scene support: 

• Sept 11-26: Three NTSB investigators at Ground Zero 

• Sept 27 - Oct 4 : 24 hour support. 14 NTSB investigators at FBI command post (1), 3 
camera sites at Ground Zero (6), Staten Island landfill (1), 12 hour shifts 

• Oct 4 - 17: 24 hour landfill support, 2 NTSB investigators per shift 

• October 18 to Dec. 1st: One NTSB investigator per day 

• 28 NTSB investigators involved to date
